It doesn't sound like a good idea. He is assuming, i think, that during rush hour, the traffic will be moving at 70 mph. It is not. Now if Phoenix has a subway system then he can guarantee steady wind pressure by using the subway tunnels. Also why on earth would anybody not go for solar energy in Phoenix??? :)
Well, it could still generate a lot of power when it is not rush hour and everyone IS going 70 MPH. And wind energy is more efficient than solar energy, as the wind from the cars will be more constant than the sun, even in Arizona, as night and cloudy days produce no power at all, where wind will still generate power at these times.
