Bush veto again

The White House said Bush will veto a spending bill, if it passes the house and the senate (the latter being more difficult than the former), that supplies funding for the war in Iraq only through July.

"If (we) see some very positive progress and it looks like things are heading in the right direction, then that's the point at which I think we can begin to consider reducing some of those forces," Gates said.
He must not have read the article about the Pentagon preparing 35,000 troops for deployment.
