At least right now. Apparently there was a new bill passed, enacting up to 50% rebates for home owners switching to solar. The problem is in the fact that they are required by this bill to switch to, from what I can gather, variable rate plans which charge more for peak use power. This is a problem for those that can not put up enough solar panels, either because of cost or space, to supply 100% of their power needs. By switching to the variable rate plan some may end up with high energy bills than before they went solar.
The result: an 80% decline in the number of rebate subscribers in California.
Supposedly they are trying to push for a quick law to reverse the budgeting problem.
